Staff stated it could not support the requests because the proposed zoning and land-use change conflict with the city’s current future land use map, which designates the block for commercial retail office uses consistent with existing zoning. Staff noted adjacent parcels to the south are low-density residential but the immediate block and existing zoning are commercial.
