City manager: Riffles Lane storm drain to go to award; Westview Drive water-line work ongoing amid treatment-plant testing

City Manager Jim reported on May 12 that the Riffles Lane storm drain project has been publicly bid and that staff will include a recommendation for award in an upcoming meeting packet.
Jim said the Riffles Lane work has been years in the planning and will move into construction once the council considers the award. He also reported that the Westview Drive water-line replacement is under construction: the second segment has been connected and service-line connections for the area will be made when the council meeting packet is updated. Bacteria testing for the second section has not yet been completed, Jim said.
On water quality, Jim said the treatment plant has been "experimenting with a replacement for a chloride" at the plant and that the experiment produced fluctuating measurements, including a temporary spike in phosphorus. He said staff are testing inflow and infiltration and adjusting operations, and that they do not currently expect an inability to return phosphorus to target levels.
Councilmember Tillman asked whether the drought had contributed to the phosphorus spike. Jim said dry-weather flows can concentrate nutrient loads and that inflow and infiltration remain a possible factor; plant staff are performing regular tests to adjust operations.
Council members also discussed a planned community car wash at the police station. Kevin, referenced in staff reports, had advised against holding the car wash at this time because of voluntary conservation measures; council members noted the recommendation was advisory. A speaker said the car-wash event has been held annually and expressed no personal concern about proceeding.
Staff said additional updates and the recommendation memo for the Riffles Lane award will appear in the next meeting packet and that more information on bacteria testing will follow when results are available.
