Council approves rezoning on Edwards Street to allow medium-density housing

The Rocky Mount City Council voted to rezone five parcels on Edwards Street, totaling about 1.69 acres, from R-10 (low-density residential) to R-6/MFA (medium-density residential), a change that would allow townhomes, duplexes, four-family dwellings and apartments.
Joseph Bocoup, director of development services, said the development review committee found no adverse impacts and confirmed existing infrastructure and services can accommodate the rezoning. Bocoup told the council the request is consistent with the city’s comprehensive plan and that the planning board recommended approval.
Bocoup said the parcels are adjacent to a mix of single-family and multifamily housing and are across Edwards Street from Edwards Elementary School and a softball field. Councilman T.J. Walker moved to adopt the ordinance to rezone the parcels; Councilman Tom Harris seconded. The council approved the ordinance by voice vote.
The rezoning clears the way for potential medium-density residential development at the site; no specific development proposal was before the council at the May 20 hearing.
