Town planner Sarah and several board members said the application lacked sufficient photographic evidence and context to support assertions in the staff report that the proposed removal would have a substantial impact on the streetscape or canopy. Board members who visited the site said they saw exposed roots and bark splitting but not clear evidence that the tree was imminently dangerous or that removal would materially affect the town’s canopy.
Board members recommended the contractor obtain and submit more photographs showing the tree’s scale relative to the house and nearby front-yard trees, and to provide clearer photos of the trunk splitting and any cavity at the base. If the applicant chooses only to prune the tree rather than remove it, board members reminded the homeowner that pruning can be done without returning to the board.
The board said it will not proceed on the permit until the homeowner either withdraws the application or submits an amended application with additional photos and clarification. The item was left open for resubmission and was not approved at the meeting.
