Treasurer and economic development report 12 county property sales; 84 parcels under title search

Emily Streff, project manager in the Department of Administrative Services’ economic development team, presented an updated 2025 year-to-date property inventory and sales report that staff characterized as informational.
Streff said active listings included one vacant commercially zoned lot in District 16 and that several sites are being prepared for future disposition, including two vacant parcels on Packard Avenue in Cudahy and a recently foreclosed residential property in St. Francis. She reported pending closings on the former COGS redevelopment project, an Oak Creek residential property in the repurchase process, and a condominium in Greenfield moving toward final closing.
Since January, Streff said the county completed 12 sales of county-owned property — seven residential homes and five vacant or commercial parcels — which staff said returned properties to private ownership, recovered back taxes and supported neighborhood reinvestment. Streff said the treasurer’s latest foreclosure list contains 84 potential parcels currently undergoing title searches and that the treasurer’s office should be contacted for timing or detailed breakdowns of tax principal versus penalties and interest.
Supervisor Shay raised concerns about large outstanding back taxes on some parcels and asked how many years a property must be delinquent before foreclosure; staff urged supervisors to review the treasurer’s report from the previous meeting for detailed breakdowns and offered to follow up with the treasurer’s office for additional data.
