Paychex pitches HR, payroll and handbook updates to Harrison County supervisors

Brown told the board the county’s handbook “has not been touched since 2017,” said Paychex would provide a SHRM‑certified HR business partner to tailor materials to the county and described services from handbook updates and job‑description work to cloud‑based payroll and tax filings. “Everything is specific to you,” Brown said, describing the firm’s model of customizing materials rather than providing generic templates.
Board members and staff asked about how the payroll services would work and whether Paychex would manage tax reporting, year‑end filings and cloud access. Brown said the company could later provide an integrated technology relationship to collect time, manage HRIS records and handle payments, as well as quarterly and year‑end tax services.
County staff noted cost concerns with hiring labor counsel for a handbook rewrite in the past and indicated Paychex’s proposal could be more affordable. Several supervisors signaled interest and asked Brown to leave informational materials for county review. No procurement, contract award, or appropriation was made at the meeting.
Administrators asked Paychex to leave details for staff to evaluate and to follow up with the county for next steps.
