District staff gave a facilities update, reporting that fencing at Tuscola Farm is nearly complete except for punch‑list items adjacent to a creek and that Tuscola ballfields and Pisgah/Canton Middle baseball/softball fields are playable with only minor remaining work.
Staff said FenceScapes, MidSouth and district maintenance crews completed the bulk of repairs after Hurricane Helene and that several minor items (wind slats, bottom rail and fence wrap) remain on contractors’ punch lists. Board members and community members complimented the speed of recovery and return to play.
On Pisgah Farm, the district said a new barn pad will be set above flood level and that a new septic tank must be installed because the existing system ties across parcels; staff also noted they are relocating some water lines so the pad can be placed. FenceScapes will move from finishing Tuscola fencing to work on Pisgah fencing.
On hazard mitigation, staff described ongoing work to pursue hazard mitigation funding to buy and demolish buildings on the old Central Haywood/Clyde property to restore the parcel to pre‑storm value. District staff and county hazard‑mitigation staff discussed splitting the parcel so the portion with buildings would be placed into conservancy if purchased, while the back half (including Junaluska Warrior Field) could be retained by the district for future use or sale. Staff said a split would be done by survey and still meet program criteria if pursued.
Staff said they will bring formal motions to building and grounds and then to the full board if required; no binding decisions were made at the work session.
