The Town of Lewisville held a public hearing on the proposed fiscal year 2025–26 budget, during which the town manager presented a $8,056,278 general fund budget and said the proposal reduces the property tax rate from 21.7¢ to 18¢ per $100 of assessed value.
The budget hearing opened with the manager explaining the proposal and the schedule: the final budget message and the council’s final vote are set for the council’s regular meeting on June 12. Resident Brady Allen (2065 Glenferrie Court) spoke in favor of the council’s work on the budget, saying, “I particularly appreciate how the council worked together to bring down the tax rate from the originally proposed by the manager 19 cents per hundred dollar valuation to the even 18¢ per hundred dollar valuation.”
Why this matters: the proposed decrease in the property tax rate is the most immediately tangible change for property owners and the document funds operating needs while reestablishing capital reserves, the manager said. Council members praised staff and the collaborative budget workshops held in April. The manager said the town resumed funding capital reserves in this budget so future capital projects can be financed without unexpected shortfalls.
Key details: the manager said the budget is balanced and that three public budget workshops were held in April. Council members thanked residents who submitted questions during the budget process and praised staff for detailed responses to about two dozen questions. No final action on the budget was taken at the meeting; council will consider adoption on June 12.
Votes at a glance (items acted on at this meeting): - Consent agenda (resolution 2025-015): financial statements for nine months ended March 31, 2025; approval of meeting minutes from April; and unsealing of several closed session minutes — motion approved unanimously. - Ordinance 2025-009 (planning board charter updates): approved unanimously. - Resolution 2025-016 (adopt updated UNC School of Government rules of procedure, with council’s second-motion requirement retained): approved unanimously. - Ordinance 2025-010 (close Gateway capital project fund and transfer $1,021,302 plus earnings to the Lewisville–Vienna–Robin Hood Road roundabout project): approved unanimously. - Ordinance 2025-011 (close multipurpose path capital project fund and transfer $382,969 plus earnings to the roundabout project): approved unanimously. - Ordinance 2025-012 (close Shallowford Road Cmax sidewalk capital project fund and transfer $281,485 plus earnings to the roundabout project): approved unanimously. - Resolution 2025-017 (award paving contract to Cactus Service Services for $77,057 for paving at the new public works facility): approved (motion recorded; unanimous vote).
Council members and staff emphasized that several capital projects (sidewalk segments and the roundabout) have seen increased costs since initial estimates and that the transfers are intended to consolidate remaining capital balances toward the roundabout project. The manager noted material delays (a sign) accelerated a short contract extension but reported the Gateway project was completed on schedule and on budget.
The hearing was closed after public comment, and the council set the final budget decision for its June 12 meeting.
