On circuit court funding, staff said the resolution requests the state to prioritize base funding for circuit court cost appropriations and to consider more revenue sharing for court-related functions. On the lieutenants transition, staff said the policy aligns lieutenants with the county pay and benefits structure and that technical changes remain to be completed in time-reporting and payroll systems before the administrative changes take effect; staff recommended the committee pass the resolution and forward it toward HR/Finance and the county board.
