The Parks and Recreation Commission took the following formal actions at its May 8 meeting (voice votes unless noted):
- Approved the meeting agenda as presented. (Motion by Commissioner Belk; second by Commissioner Hodges.) - Approved minutes from the April 10 meeting and April 24 workshop. (Motion made by Commissioner Christ; seconded by Commissioners Hodges and Thompson.) - Voted to recommend that Richland City Council adopt the proposed 2026'2031 Transportation Improvement Program as presented (non-motorized/bike & pedestrian components). (Motion by Vice Chair Gutierrez; second announced by the chair; motion carried.) - Voted to recommend that City Council approve a revocable license and construction and maintenance agreement with Heavy 2 LLC for landscape improvements adjacent to the Keene Road Trail and requested staff pursue a maintenance bond; the commission recorded the motion as carried. (Motion by Vice Chair Gutierrez; second by Commissioner Jones.)
Why it matters: The TIP recommendation programs bicyclist and pedestrian projects into the city's capital and grant funding process and will be forwarded to planning commission and council for a public hearing on June 3. The Keene Road motion advances a development-landscape agreement while directing staff to seek a maintenance-bond mechanism to protect the city if future maintenance responsibility lapses.
Ending: The commission recorded the votes as carried and staff will forward the two council-bound recommendations for further review and hearings as required.
