Petition update: several local initiatives are contemplating withdrawal; state income‑tax initiatives advancing title approval

City Clerk staff reported on four community initiative petitions approved for circulation and on state and regional ballot activity.
The four approved local petitions were: (1) a Pearl Street community space petition, (2) a petition seeking new‑development cost‑of‑impacts coverage, (3) a petition to expand affordable housing in low‑density areas, and (4) a petition to terminate the Xcel franchise agreement. Clerk staff said three petition committees (Pearl Street, new‑development impacts, and affordable housing) had recently communicated that they were considering withdrawing their petitions; staff are awaiting formal written withdrawals. The Xcel franchise petition remains active and the clerk’s office expects it to submit signatures by the May 28 filing deadline.
At the regional level, Boulder County and Boulder Valley School District reported no measures expected as of the meeting, though their deadline to place items is later in summer. At the state level, three initiatives (numbers 47, 408 and 65 in clerk materials) seeking reductions in state income tax have cleared title and are collecting signatures; initiative 51 (a repeal of a retail delivery fee) is awaiting a title hearing. State initiative sponsors have until September 3 to gather the required signatures.
Clerk staff reminded petition committees that 3,401 valid signatures are required for municipal initiative certification this year and reiterated the May 28 submission deadline for local petitions. Council members asked for updates as confirmations or withdrawals arrive so the public record is current.
