SFHSS announces Ray Guillen as executive director, honors longtime commissioner Claire Zavansky and welcomes Diana Guevara

The San Francisco Health Service Board used its president’s report to announce leadership changes and to recognize long‑serving public servants.

Chair Kremen announced the conclusion of a multi‑month recruitment and introduced Ray Guillen as the new executive director of the San Francisco Health Service System, effective March 12, 2025. “I am truly grateful,” Guillen said, thanking the board and saying he intends to strengthen member experience and operational efficiency. Guillen — who had served as interim leadership and chief operating officer during the recruitment — was presented to the board following an 80‑applicant search run with Berkeley Search Consultants and the Department of Human Resources.

The board also presented a resolution acknowledging Commissioner Claire Zavansky’s service. Holly Lopez, board secretary, read the resolution into the record and noted that Commissioner Zavansky was the first woman elected to the health service system board in 1987 and had served multiple consecutive terms and roles, including board president and vice president. Public commenters including Fred Sanchez of Protect Our Benefits and other community members described Zavansky’s volunteer work with the Red Cross, mentoring, civic engagement and long service to retirees and working people.

Chair Kremen welcomed Commissioner Diana Guevara, who had been voted and sworn in at a prior meeting, and the board expressed appreciation for staff who supported the director search and transition.
