The Oswego Planning and Zoning Commission recommended approval of a major planned-unit-development amendment for Suburban Tire at 3412 Orchard Road that allows four perpendicular parking spaces facing Orchard Road and larger wall signage, while denying the petitioner’s request for cabinet-style signage on the building face.
Planning staff described four amendment requests: retroactive permission for four parking spaces perpendicular to Orchard Road; permission for larger wall signage due to building scale; permission for signage on the southern facade (which staff said would be allowed under the UDO in the present interpretation); and a request to permit cabinet signs instead of channel-letter signs. Staff recommended approval of the parking and signage-location requests but opposed the cabinet-sign option and conditioned approval on installation of landscaping consistent with the original PUD.
Petitioner representatives said the cabinet sign was part of a new national branding scheme; after discussion the applicant submitted a compromise that uses individual channel letters mounted on a backer panel. The applicant said the alternative preserves the brand while complying with the PUD standard for channel-letter wall signs. "It is a new national branding standard that they have implemented and so this was going to be the first location that I'm aware of that they were gonna use it," the applicant said, then presented the channel-letter–on–backer-panel option.
Commissioners accepted the applicant’s compromise and added conditions requiring landscaping be installed and inspected before any sign permits are issued, that two parking spaces be 18 by 9 feet with a 24-foot drive aisle, and that any wall signage be individual channel letters consistent with the remainder of the Orchard Woods development. Staff recommended denial only of the cabinet-sign portion; the final recommendation to the village board reflects staff’s and the commission’s conditions.
The commission’s recommendation will be forwarded to the village board for final action; staff said sign permits and site inspections will follow if the board approves the amendment.
