Commission backs special-use permit and variances for Stonehill outdoor storage with 6 a.m.–10 p.m. hours

The Oswego Planning and Zoning Commission recommended approval of a special-use permit and two variances to allow a gated outdoor storage and vehicle-parking facility at 76 Stonehill Road in the Stonehill Business Park.
Applicant Riverfront Plaza LLC sought (1) a special-use permit for an outdoor storage area in an M-1 General Manufacturing District, (2) a variance to reduce the minimum interior side-yard setback from 10 feet to 5 feet, and (3) a variance to allow buffer yard landscaping on the interior side of a rear-yard fence. Staff recommended approval of all three requests.
Carrie Hansen of Shope Design Associates, representing Riverfront Plaza LLC, described a paved, fenced parking area with 59 spaces configured to accommodate passenger vehicles, contractor vans and longer stalls for RVs and boat/trailer combos. "There will be no semi truck parking in this parking lot," Hansen said. The petitioner also proposed key-fob–controlled gates for security and additional landscaping inside the fence to supplement screening.
Commissioners pressed the applicant on operating hours and materials storage. Pat Stanton for Riverfront Plaza said hours had not been set but that restricted access during normal business hours was acceptable. After discussion the commission added a condition limiting operation to 6 a.m. to 10 p.m.; the motion recommending approval included that hours-of-operation condition.
The applicant committed to paving the lot to minimize dust and to restrict the types of material allowed in any outdoor storage area, and to coordinate with adjacent property owners on fence placement and maintenance. Staff noted the village's UDO regulates outdoor material storage through location, height and screening requirements, and that materials that create dust would not be permitted without containment measures.
The commission voted by roll call to accept the findings of fact and recommend approval of the special use permit and the two variances with the hours condition and required landscaping.
