Kenner approves $1 million grant toward Arthur P. Clay Resource Center reconstruction

The Kenner City Council voted 7‑0 to approve a subrecipient agreement with Jefferson Parish that provides up to $1,000,000 toward the reconstruction of the Arthur P. Clay Resource Center.
Erin Shaw of the Community Development Department said the building was damaged by Hurricane Ida. The city is pursuing HUD Section 108 funding (a low‑interest loan program) and additional grants; Shaw told the council the total estimated project cost is about $4,400,000 and the city still seeks roughly $500,000 in additional funding.
Shaw said the state grant funding tied to the project carries a completion deadline of Nov. 27, 2027, and that the project will advance with architect selection: the purchasing department will advertise a statement of qualifications (SOQ) for architectural services. She also said some elements of the funding package will be decided at HUD headquarters and that additional approvals may be required.
After questions from council members, the council approved Summary Ordinance 13,810 to accept the subrecipient agreement and enable work to proceed.
