Erin Shaw of the Community Development Department explained the project during a public hearing: the city had previously spent about $300,000 on the building’s rehabilitation in 2021, but the structure was not salvageable after Hurricane Ida. The department has received roughly $800,000 from Jefferson Parish that will be combined with the city’s HOME and HOME‑ARP allocations to rehabilitate the property.
Shaw said HOME‑ARP funds must be used for shelter or housing that is available to qualifying households, and the planned configuration is similar to single‑room occupancy or extended‑stay studio units with kitchenettes. The building is named for Annie Washington; a council member noted a family connection and expressed support.
After receiving public input and closing the hearing, the council voted 7‑0 to approve Summary Ordinance 13,798, authorizing the amendments and the proposed annual action plan for the Community Development Block Grant and HOME programs.
