Council approves Virtek rate notice and awards $8.6 million in paving work for 14 locations

The City Council approved a Prop. 218 notice to mail proposed refuse rate adjustments to customers and authorized a street paving contract covering 14 locations across city wards.
Virtek Waste Industries representatives and city staff explained that the contract includes an annual CPI adjustment (the Urban CPI was 2.61%) and that the company is seeking to pass through a portion of statewide SB 1383 compliance costs; combined, staff said the residential rate change would total the contract cap of 5 percent. City staff told the council that even with the adjustments, the city retains one of the lowest residential refuse rates in the region. The clerk recorded a unanimous vote to move the 2/18 notice forward for mailing.
Separately, council approved a public works package to repave or repair streets at 14 locations across seven wards. Staff read the list of streets during the meeting; locations include North Mayfield (Eighth to Tenth), Western Avenue (Eighth to Union), Gilbert (N. Waterman to Canyon), Fourteenth (G to E), Tippecanoe to Richardson, Holden, North Orange Street, North Electric, Varsity Avenue, West College Avenue, West Roosevelt and Macy corridors, and several Mountain‑View‑area segments. Staff said some additive bid items were included to extend paving where additional funding allowed. The council approved the paving package by unanimous vote.
During debate Councilmember Sanchez praised Virtek for prior contract performance and asked staff to double‑check the addresses and notice details before the notices are mailed. Virtek said prior contract terms provided value and that the company implemented SB 1383 programs last year without immediately increasing rates; this year's notice includes the CPI adjustment and a portion of the SB 1383 cost allocation.
Staff said project schedules and coordination with neighborhoods will follow the award; the paving work is part of a multi‑year pavement management effort linked to the budget process.
