Yamhill County commissioners approve SEPA pass‑throughs, revised permit fees and outside counsel

The Yamhill County Board of Commissioners approved a set of administrative actions during its May 8 meeting, voting unanimously on funding pass‑throughs, fee adjustments and an outside legal services contract.
The board approved two service‑element prior authorizations (SEPA) under agreements between Yamhill County Health and Human Services and the Oregon Department of Human Services that fund community developmental disabilities services. SEPA number 123372194 was approved for $98,757,950 and SEPA 125282265 was approved for $24. County staff described these as pass‑through payments from ODHS for costly residential and supported‑living services that serve a relatively small population with specialized 24‑hour care needs. The board also approved ordinance and fee changes for the Building Division and surveyor’s office. Planning director Ken Freid presented a revised fee schedule for building, plumbing, mechanical, manufactured home and electrical permits and asked the board to adopt the schedule effective July 1, 2025. Freid said the request reflects a 7.1% increase tied to recent consumer price index figures and a 5% technology surcharge to fund permit program equipment and replacements; the office did not raise fees in the prior year. "We're asking this adjustment so we don't become a burden to the general fund," Freid said. The board approved the fee schedule unanimously and directed staff to return with a board order that incorporates selected miscellaneous fees into an annual CPI adjustment mechanism. Separately, the board adopted updated surveyor office fees also effective July 1, 2025. Staff reported the current fees were established by board order in February 2007 and had not been adjusted as intended by that order; the proposed increases are smaller than what a continuous CPI adjustment from 2007 would have produced. The board approved a personal services agreement with Biri Elsner Hammond LLP for outside legal services, replacing a prior agreement limited to labor counsel and expanding coverage to land‑use and property‑tax matters.
