Summerville council adopts FY2025–26 budget, approves comp-plan contract and several easements

At the May 8 meeting the Summerville Town Council approved the FY2025–26 operating budget, authorized a $60,000 contract with the Berkeley-Charleston-Dorchester COG for a comprehensive plan update, approved two easements, appointed an ad hoc judge-review committee and postponed a rezoning item pending a court case.
The Summerville Town Council at its May 8 meeting approved the town's FY2025–26 operating budget and took a series of procedural votes including contract authorization and easement approvals.
Council members voted, by voice, to approve the first-reading ordinance adopting the FY2025–26 operating budget after discussion from staff and council about aligning department requests with available funds. Council members said department requests exceeded available funds by about $4 million during budget deliberations.
The council also authorized a $60,000 contract with the Berkeley-Charleston-Dorchester Council of Governments (BCO COG) to update the town's comprehensive plan, with funds to come from budgeted planning funds. The council approved an easement across TMS 1301000110 for utility lines related to the Maple Street extension project and voted to pursue an easement for culverts and a ditch at 132 Tupper Lane based on committee recommendations.
Other actions included postponing two petition items (8a and 8b) until applicants were ready, postponing the second reading of a rezoning ordinance for TMS 1301000074 at 917 West Fifth North Street until a related court case is resolved, approving amended minutes and moving proposed license changes for the Summerville Girls Softball League to the June meeting. Mayor Russ Touchberry also announced an ad hoc committee to review candidates for part-time associate judge positions, naming Mayor Pro Tem Garten, Councilman Waring, Deputy Chief Hirsch, Prosecutor Jillian and Mandy from the courts office to the panel.
