Committee hears brief introductions of two appointees: Yautica Starfields for Arts Commission and Nathaniel Binion for infrastructure board

Two appointment items were presented to the committee as introductions ahead of council confirmation.

Yautica Starfields (introduced in the meeting as Yautica and noted on the agenda as Yatika Starfields) appeared for appointment to the Arts Commission to replace a member whose term expires Dec. 1, 2025. Starfields described her heritage (Osage, Nuscogee and Cherokee), said her name is a Nuscogee name meaning “interpreter, listener,” and summarized her background as a painter and public artist with experience in Tulsa’s artist fellowship program. “As an indigenous and native artist, it's been really nice and, great to see how these kind of stories and cultural influences can really integrate itself into communities when worked well,” Starfields said. Staff told the committee her formal confirmation would occur at the City Council meeting on May 21; attendance at that council vote was optional.

Nathaniel Binion introduced himself for reappointment to the Infrastructure Development Advisory Board (term expiration noted on agenda). Binion described his local residency, business background (construction/refrigeration and commercial projects) and community ties; staff said his reappointment will be placed on the council agenda for May 21 for approval. Both presentations were brief and no committee roll-call votes were recorded in the transcript.

Both appointees were thanked by committee members and given the date of the council confirmation meeting.
