Public works staff briefed the committee on an ordinance to reopen a portion of a drainage easement associated with a parcel (as listed in the agenda) after grading and changes to the drainage way created issues for adjacent property owners.
Paul Zachary of Public Works said the matter had been tabled previously because an address on paperwork was transposed, and staff brought corrected documents back to the committee. He described grading and drainage activity that created new drainage impacts for the neighbor immediately to the left of the property and said reopening the easement is necessary to make repairs and then later reshape the drainage way.
Zachary told the committee staff is working with the landowner and developer to resolve the neighbor impacts and asked the committee to waive council rules and approve adoption on first reading so the reopening can proceed without being carried into June. "We need to get it reopened," Zachary said, adding that the reopening will allow staff and the developer to work on a permanent reshaping solution.
