The planning commission approved changing zoning from AG to CG for a site west of East 106th Street North and North Garnett Road to permit a covered recreational-vehicle and boat storage facility; applicant said the facility will be remotely managed and screened and Owasso planners were consulted.
The Tulsa County Planning Commission voted to rezone property west of the northwest corner of East 106th Street North and North Garnett Road from AG (agricultural) to CG (general commercial) to permit a covered RV and boat storage facility.
County planning staff explained the request lies within commercial and transitional designations of the Tulsa County Comprehensive Plan as adopted by the City of Owasso’s plan; staff said the application is compatible with anticipated development patterns and recommended approval after seeking comment from Owasso. Staff noted Owasso raised concerns that the northern half of the site’s plan designation is ‘transitional’ and does not generally denote commercial development.
Applicant representative Larissa Darnaby said the applicant plans a covered recreational-vehicle and boat storage facility to be managed remotely with an electric gate, no on-site office and no storage of commercial vehicles. Darnaby said the northern portion of the property would include green space and that screening and fencing would be provided where the site abuts agricultural or residential uses. She said she will further discuss the project with Owasso staff.
During discussion Commissioner Whitlock said she had concerns about the northern half of the property not being identified for commercial uses in the Owasso plan and asked about fencing and potential impacts on adjacent residential areas; staff and the applicant said screening and fencing requirements tied to the use would apply and the applicant said there would be no waste dumping or onsite sewage disposal for RVs.
Commissioner Whitlock moved to approve item 5 per staff recommendation; Commissioner Humphrey seconded. Commissioners voted in favor and the rezoning was approved.
The rezoning to CG allows the proposed covered storage use subject to development standards and any conditions attached through permits or site plan review. The applicant said there will be no office or daily commercial-vehicle storage on site and that the facility will be gated and screened to limit impacts on neighbors.
