Plan commission approves moving Stratford redevelopment to public hearing after Lush Homes presentation

The Plan Commission of West Bend City on May 6 recommended staff schedule a public hearing to consider a land-use change and rezoning on Stratford Road to facilitate redevelopment by Lush Homes and related developers. The commission authorized including a third lot in the public-notice package and agreed to consider the matter at the July Plan Commission meeting (scheduling constraints moved the public hearing to July given the 30-day notice requirement).
Jim explained the request: a combined tax parcel on Stratford Road currently contains mixed industrial and residential land uses and the developer asked to change the industrial portion to two-family residential to facilitate redevelopment. Staff noted sanitary sewer exists along Stratford but water service does not; water would need to be extended in the right-of-way to serve the new development, and initial engineering is still pending.
RJ, who introduced himself as founder of Lush Homes and identified his father Randy Lang as co-owner of Lang Miller's Architectural Millwork, gave a short presentation on Lush Homes’ construction system — factory-cut plywood panels assembled on-site with limited on-site cutting, spray-foam insulation and a focus on reduced waste, speed and energy efficiency. RJ described the product as a lower-cost, energy-efficient building method and showed photos of recent work in Milwaukee. He told commissioners the firm is evaluating three lots and, depending on engineering review of water and sewer runs, expects to build a mix of two-family (duplex) and single-family (condominium-style) units.
Commissioners and staff discussed site constraints including existing storm sewer alignments that bisect parcels, the need to realign shallow storm infrastructure to create building pads, and the engineering work needed to extend water. The commission asked the developer to include the third lot in public notice; a motion recommending the public hearing in July (with three lots included) was seconded and approved by the commission.
Staff and the developer said further details — final plat, engineering, and site grading/stormwater plans — will be provided before the public hearing and any final council action.
