Commission approves parking modification at Waite Road Apartments, 300 East Custer Avenue

The Oshkosh Plan Commission on May 6 approved a specific implementation plan amendment to modify on-site parking at the 56-unit Waite Road apartment complex at 300 East Custer Avenue after the applicant said the north parcel would be converted to contractor storage.

Staff reported the southern parcel contains the 56-unit apartment building while the north parcel (previously planned for daycare) is proposed for conversion to contractor indoor/outdoor storage. Under city code, the site requires a minimum of one parking space per dwelling unit plus one guest space per four units (a staff calculation said that equates to a minimum of 70 parking spaces for the site). Staff said loss of parking access on the north parcel reduced the site to a total of 52 remaining spaces available to the south site. Given site limitations, staff recommended approval of a parking modification provided the site retains at least one parking stall per unit.

The applicant proposed shifting a garbage truck turnaround from the south end of the lot to the north to create three parking stalls and relocating handicap stalls to add a fourth stall at the south end; the change and the addition of about 160 square feet of pavement produces 56 on-site spaces, which staff said meets the requirement of one space per unit. Staff further said the site remains under the maximum permitted impervious surface.

Commissioners asked about unit sizes; a participant said the complex includes one- and two-bedroom apartments. No members of the public spoke on the item. The commission voted 7-0 to adopt the staff findings and recommendations; the roll-call vote recorded Miss Cromp, Mister Rucker, Council member Bulow, Mister Bellville, Miss Davey, Mister Lowenstein and Chairman Perry voting aye.

The vote approves the parking modification and the specific implementation plan amendment subject to the conditions in the staff report.
