The Oshkosh Plan Commission on May 6 adopted staff findings and recommendations to allow Hickey Roofing to convert an existing building at 225 East Nevada Avenue into indoor and outdoor contractor space, including office and additional warehouse space.
Staff told the commission the subject site comprises two parcels totaling about 5.2 acres with frontages on East Custer Avenue, Grand Street, East Nevada Avenue and Harrison Street, and that surrounding uses are mostly industrial to the north and east and residential to the south and west. The applicant proposes rebuilding about 4,000 square feet on the west end of the north building for office and warehousing, adding a fenced outdoor storage yard on the north and west sides of the building, and a new access from East Nevada Avenue to a parking and storage area. Staff said the proposed indoor and outdoor contractor storage uses are not permitted in the UMU District but recommended approval of the variance/BSM to allow the uses because they are compatible with surrounding industrial uses and the site’s historical industrial/storage use.
Plans submitted to the commission show screened outdoor storage with eight-foot slanted chain-link fencing and a six-foot solid wood fence extending into the front yard along Harrison Street; staff said the applicant’s landscaping exceeds yard landscaping requirements by about 14 times and that landscaping will help screen the storage area. Elevation changes described by staff include filling an existing pump room opening on the south elevation with matching brick veneer and adding new metal wall panels, overhead doors and vinyl windows on the west elevation to enclose the open west end.
During discussion commissioners asked technical questions about fencing location and existing stormwater features. Council member Bulow confirmed the six-foot fence is between two properties and not along the roadway; a commissioner asked and staff confirmed two circular features on the site plan are detention/retention ponds. When asked what would be stored outdoors, Dan Hickey of Hickey Roofing said the outdoor area would primarily hold a continuously filled debris dumpster and a couple of dump trailers and that “our equipment should all stay inside. Vehicles will all still be inside.”
No members of the public spoke for or against the request. The commission voted 7-0 to adopt the staff findings and recommendations as presented; the roll-call vote recorded Miss Brown, Mister Rucker, Council member Bulow, Mister Balfour, Miss Davey, Mister Lowenstein and Chairman Perry voting aye.
The approval allows the contractor storage use and the proposed site and building alterations to proceed subject to the conditions listed in the staff report.
