Sustainability board raises equity questions about bulk-waste pickup and disposal access

Members of the Oshkosh City Sustainability Advisory Board spent part of their May 5 meeting discussing bulk-waste disposal: who uses existing services, whether residents without trailers or neighborhood associations can access affordable options, and whether a city-supported drop-off or organized roll-off could reduce illegal dumping.
A board member described bulk pickup as curbside collection for large items such as mattresses and construction debris and noted many communities have stopped wide-area free pickup because of cost. Board members said options today include paid curbside pickup (residents purchase a tag at city hall), neighborhood association-funded roll-offs and county landfill drop-offs.
"If you're a person who doesn't have a trailer or you just have a car, how are you getting rid of your mattress or whatever your junk is?" one member asked, adding that the current mix of paid services and neighborhood-level solutions can leave some residents with fewer options.
Members suggested the board research county-level data on drop-offs, ask Winnebago County solid-waste staff for usage and cost data, and consider a targeted public survey to measure demand and barriers to access. No formal motion was taken; members agreed to include bulk-waste data requests and community-survey options on next month's agenda.
