Committee awards 2025 trail resurfacing contract to Vernon Jones; $529,856.12 contract approved unanimously

The Community Development Committee voted unanimously Tuesday to award a 2025 trail asphalt construction and overlay contract to Vernon Jones in an amount not to exceed $529,856.12.
Parks staff presented the annual contract covering trail maintenance and resurfacing. Brett (parks staff) said last year’s contract completed about 7.8 miles of new surfacing and that the city maintains about 100 miles of trails in total. He told the committee the 2025 contract includes a higher share of remove-and-replace asphalt work than the prior year: city staff described two main treatments — a one‑inch mill with a one‑inch cap (mill-and-overlay) and a more extensive removal and replacement using 3-inch milling with 3 inches of new asphalt.
Brett said Vernon Jones, a contractor with a significant regional presence, proposed a schedule that would complete the work in 45 days from notice to proceed. Council members welcomed the progress in trail maintenance and noted resident appreciation for trail upkeep.
The motion to award the contract was made by Councilman Eunice and seconded by Councilman Newland. The committee called the vote; the motion passed 5–0.
The committee also approved minutes for the December 2, 2024, January 8, 2025 and February 5, 2025 meetings; those approvals passed without recorded opposition during the meeting.
