Chemung County IDA authorizes nonbinding feasibility study with Reify Solar for arena roof

At its May 2025 meeting the Chemung County Industrial Development Agency authorized staff to sign a nonbinding letter of intent allowing Reify Solar to perform a feasibility study on installing solar panels on the county arena roof; if feasible, the parties would negotiate terms for a lease and power arrangement.
The Chemung County Industrial Development Agency on a voice vote in May 2025 authorized staff to sign a nonbinding letter of intent (LOI) with Reify Solar to permit the company to conduct a feasibility study of installing solar on the arena roof.
The LOI, as described by Steve Mayer, Reify Solar representative, is limited to due diligence and “basically just permitting them to ... the feasibility study, figure out if it's worthwhile.” If the study produces a positive result, the LOI would lead to negotiations over a potential lease and power arrangement.
Board members discussed likely commercial terms during the meeting. One board member said the developer would pay rent for roof space, the IDA would use electricity generated for interior needs, and excess generation would be exported to the grid. The board and staff also noted Reify Solar was looking at several city-owned roofs and that other IDA properties such as 17 Aviation Drive could be considered because of its large, flat roof.
The LOI includes no binding rent, lease term or definitive financial commitments for the IDA; it authorizes only the vendor to undertake feasibility work and does not obligate the IDA to accept any subsequent proposal. The board voted to authorize staff to execute the LOI; the motion passed by voice vote with no recorded nay votes.
Next steps identified at the meeting are for Reify Solar to complete feasibility work and, if results are positive, for the parties to enter good-faith negotiations on lease and power-purchase terms.
