Miramar approves $1.52 million Pembroke Road bike-lane contract and $300,000 for construction oversight

The Miramar City Commission on May 7 approved construction and oversight contracts for a buffered bike-lane project on Pembroke Road between Palm Avenue and Douglas Road.
The commission voted to award the construction contract to Weekly Asphalt Paving Inc. in a total amount not to exceed $1,518,589.35, inclusive of a $100,000 contingency allowance. Separately, the commission approved a contract for construction engineering and inspection services with Solid Consulting Engineers, Inc., for an amount not to exceed $300,043.89.
City staff said the project will add buffered bike lanes, perform minor pavement reconstruction and upgrade curb ramps to comply with the Americans with Disabilities Act. The design phase had already been completed; construction funding for both the construction and CEI work is provided through the Broward County Transportation Surtax.
Procurement staff reported two bids were received for construction; Weekly Asphalt Paving Inc. was judged the lowest responsive and responsible bidder. For CEI services, four firms submitted statements of qualifications; the selection committee ranked Solid Consulting Engineers as the highest scoring proposer. Staff told the commission that the construction portion has a 30% county business-enterprise (CBE) participation goal; the CEI contract will have 100% CBE participation because the prime consultant is a certified CBE firm.
Commissioners asked no substantive questions on the items during the meeting. The motions to approve both awards passed unanimously with all five members voting yes: Commissioner Chambers; Commissioner Sherzard; Vice Mayor Colburn; Commissioner Edwards; and Mayor Wayne Messam.
The contractor and consultant are required to perform the stated work and comply with the city's contract terms. City staff recommended the awards and said the agreements will be executed by the city manager following commission approval.
Funding and schedule details in staff materials indicate the project is part of the capital improvement program (project 52089) and will be implemented in coordination with Broward County transit and FDOT where applicable. Additional small design options for a water-tower mural referenced elsewhere on the agenda are separate from this contract.
A motion to approve each item was made and seconded; recorded votes were unanimous. The commission moved on to other business after the approvals.
