ISD 196 presents MN MTSS progress, sets classroom instruction as primary focus for next year

District instructional leaders presented an informational update on the Minnesota Multi-Tiered System of Support (MN MTSS) and how the framework connects to ISD 196’s strategic priorities. The presentation was informational only; the board heard how MN MTSS will shape assessment alignment, team structures and tiered supports across the district.
Rachel Hughes, director of instruction and achievement, and Kim Davis, MN MTSS coordinator, described MN MTSS as a state-supported framework designed to help schools align instruction, assessment and support so that a strong Tier 1 core curriculum reduces the need for individualized interventions. "MN MTSS is not just another initiative or another program. It is a systematic framework for how we use data to drive decision making, how our district and school teams work together in alignment to ensure our system works for every single student," Davis said.
District leaders said MN MTSS work this year focused on creating consistent teams, data protocols and evidence-based instructional practices, using grant funding from the Minnesota Department of Education. Next year’s priorities include strengthening Tier 1 instruction (the core classroom curriculum), aligning Tier 2 and Tier 3 supports and scheduling data days that align with fast-bridge assessments so building and district teams can analyze results and adjust instruction.
Board members asked how the district will measure progress; staff pointed to screening and outcome data such as FastBridge, Minnesota Comprehensive Assessments (MCA) and graduation rates, and noted the MN MTSS self-assessment tool will be used again to set priorities. A board member also asked about teacher workload; district staff said much of the MN MTSS work builds on practices already underway and that teachers are members of the working teams designing implementation.
Ending: The board received the informational update; no vote was required. Administration plans to continue MN MTSS learning work next year and to move deliberately from assessment and alignment toward implementation.
