Council approves land-use amendment to allow medium-density housing in Germania Park area
Summary

The Mankato City Council approved a land-use plan amendment to change the guided land use for portions of Block 7-10 (Columbia Park addition) and Blocks 23-24 (Germania Park addition) to medium-density residential. The amendment was requested by Brett Gilbreed with permission of Pentagon Acquisition LLC as part of initial redevelopment in the former quarry area.
Mark Konz, community director of community development, said the property had historically been proposed for medium-density residential and that the proposed change aligns with earlier small-area planning work for the quarry redevelopment. Konz told council the applicant's request is consistent with prior plans and that follow-up actions will include rezoning, a planned-unit development and platting in phased submittals.
Council members asked about utilities and stormwater. Council Member Tappen asked whether bedrock or quarry conditions would affect water mains and utility installation; Konz said those issues are addressed as part of the Eighth Avenue street project and that probing and street design will determine if special measures (such as a second line) are needed. Acting City Engineer Alec Petes discussed working with property owners and public works on grading to address stormwater concerns.
Council Member Deacon moved approval of the amendment; Council Member Mettler seconded. The council approved the resolution on a roll-call vote.
