Planning staff reports Garden Villa Phase 2 plat recorded; water-supply update and downtown activation roadmap moving forward

Planning staff informed the Crestview Planning Board that the final plat for Garden Villa Townhomes Phase 2 was recorded the morning of the meeting and provided progress updates on the city comprehensive plan and the Downtown Activation Roadmap (DART) project.
"The final plat for Garden Villa Townhomes Phase 2 was actually recorded this morning," planning staff member Nick said, noting the 2.2-acre project at Third Avenue and Jones Road will create 30 townhouse lots and will connect Third Avenue to Jones Road to improve local circulation. Staff said the recorded plat resolves a project the board reviewed roughly a year earlier.
On the comprehensive plan, staff said the city submitted the draft earlier in the year and received state review comments. One substantive comment involves a state statute change that imposes more stringent requirements for water-supply plans — a component that must be updated before final adoption of the comprehensive plan. Staff said they are preparing a request for an extension through the end of the year to allow time to complete the water-supply plan update and to align with the October 1 budget schedule if necessary. Staff said a consultant and state officials recently discussed a path forward and staff expects the comprehensive plan to be adopted before the end of the year, if not sooner.
Staff also updated the board on DART, the Downtown Activation Roadmap tactic. A draft final report of recommendations is in review; staff said they will send the last deliverables to the state by May 16 and then provide the report to the board and council for the City Council to decide whether to adopt or accept the roadmap.
