The update, presented by Myra Garcia and discussed by Superintendent Dr. Rios, covered how TEAcalculates ratings using three domains(student achievement, school progress and closing the gaps), the November 2023 accountability-system refresh and the appeals timeline. "It took 2 years to finally get through the litigation," Dr. Rios said, summarizing the delay that affected many districts.
Why it matters: TEAratings affect public reporting, district planning and the way campuses prioritize instruction. Staff told trustees that because of changes in standards and the return from pandemic-era remote instruction, Laredo ISD realigned curriculum and scope-and-sequence documents to address more rigorous standards.
Details from the presentation: Garcia reported an overall district score of 86 (B) and said Laredo ISD earned a postsecondary-readiness distinction. Across campuses, 71% of LISD campuses earned a B or A in 2023, and 43% of campuses earned an A. At the comprehensive-high-school level, the district reported three A-rated high schools and one B. Garcia also presented campus-level counts across elementary, middle and high schools and noted the districtis projecting higher percentages in the 2023 nd24 projected ratings (pending litigation and final state release).
Litigation and timeline: Trustees were reminded that the 2023 accountability refresh prompted litigation by multiple districts; an appeals decision dismissed the challenge (described in the meeting as a dismissal "with prejudice"). Preliminary ratings were made available to districts for review on April 17 and to the public on April 24, 2025, with an appeals window cited from April 17 to May 19 and final ratings expected to be released by Aug. 19 (dates provided by staff during the meeting).
Trustee direction and next steps: Trustees requested a focused accountability workshop to review domain calculations, CCMR (college, career and military readiness) components and campus-level reports. Staff recommended holding that workshop in late August or September to allow for finalized state information and to meet trustee continuing-education expectations.
The district did not appeal its scores, staff said, because Laredo ISD's internal "what-if" reports and local data gave confidence in the system-level results.
