ALRC approves multiple restaurant, entertainment and special-event licenses; several items granted with conditions

The Alcohol License Review Committee handled a consent agenda and a number of individual applications at its April 16 meeting. Committee members approved the consent agenda and adopted separate motions on several new and amended licenses and entertainment permits. Most items passed without objection; where noted, the committee attached conditions such as limits on entertainment hours or requirements for background checks.

Key approvals and conditions (votes at a glance):

- Consent agenda: Adopted by unanimous consent. Items included an operator license recommendation for Samuel W. Gabler (item 2), a temporary class B retailer license and concurrent street use permit for the Sun Prairie Lions Club (item 3), change-of-agent items for Goodman Community Center (items 4 and 5), an entity reorganization for Monona Catering LLC (item 6), a request to extend issuance beyond 180 days under M.G.O. 38.05 for MPL Corporation Investment (item 7), and determinations related to municipal approval for Carbon 4 Brewing LLC (item 25). - Big Top / Breese Stevens Field (item 8): Approved with conditions (separate article covers this in detail).

- Cherokee Park Inc / TPC Wisconsin (items 9, 19, 20): The committee approved the change of premises and tournament concessionaire license for the American Family Championship week; item 19 (training center/new license) was also approved after public comment. (See separate article for background.)

- Fiaside Kitchen / Hotbox LLC (item 10): The committee granted a 21-plus entertainment license with a condition the entertainment end by 11:00 p.m. nightly, except New Year’s Eve. Applicant Xavier Fuller confirmed outreach to the neighborhood association and police captain; Fuller accepted the 11 p.m. condition on the record. (Motion moved by Alder Revere and seconded; adopted by unanimous consent.)

- Hotel Indigo (item 11): Entertainment request approved; applicant confirmed neighborhood outreach and meetings with Marquette Neighborhood Association. (Approved by consensus.)

- Wisconsin Masonic Center Foundation (items 12 and 13): The committee granted a new license and an entertainment permit contingent on completion of application details and Madison Police Department background checks for the organization’s board; committee members and staff identified missing board information and asked the applicant to supply names and background-check forms rapidly so staff could complete review prior to Common Council action.

- Cherokee Park / TPC (items 9 and 20) — handled earlier; items 9 and 20 recommended for council grant and item 19 approved at the meeting.

- Glow Glue (items 15 and 16): The committee approved the new alcohol license and the entertainment license for Glou Glou (neighborhood bistro concept), with the applicant confirming local outreach and food-safety approvals. (Motion adopted by consensus.)

- Sauna Day (items 17 and 18): The committee granted the class C wine license (item 17). The entertainment license (item 18) was placed on file without prejudice because the sitting ordinance makes a wine-only license functionally different from an entertainment license; committee advised applicant staff accordingly.

- Izakaya Koryama (item 21): New class B license approved for a restaurant with indoor and sidewalk seating; applicants confirmed the operation would be restaurant-first (food available during operating hours) and the committee required that food be available whenever alcohol is served.

- Esquire Club (item 22): John Kavanaugh appeared after a brief reconnection delay and the committee approved the new license; the applicant said he was operating under a provisional license and will appear before Common Council on May 6.

What the conditions mean in practice: the committee regularly attached operational conditions (for example, entertainment must end by 11:00 p.m. for some restaurants) and in at least one case required completion of Madison Police Department background checks for organizational applicants before Council action. For a small number of items staff and ALRC requested additional documentation or clarified that separate city approvals (street use, parks, building capacity) remain prerequisites.

Why it matters: the approvals permit a range of neighborhood restaurants, hotels and event venues to host live music, expand hours and operate new on-site alcohol sales. Several approvals included conditions intended to limit late-night noise and ensure public safety; one application (Masonic Center) will require background checks on board members before the Council takes final action.
