Nicole Scott, an attorney with Maynard Nexon, and engineering consultant Tony Woody presented two special-exception applications by Saint Clair Homes for two one‑acre parcels off Highway 176. Each site would host a residential home for up to nine residents, include 10 parking spaces and a Type B, 25‑foot buffer, and use an existing driveway access from Highway 176.
Woody described the technical site controls: stormwater detention sized to prevent additional runoff to an existing downstream channel, no new curb cuts on 176, and parking for each site (10 spaces) to serve nine residents and a small office. He summarized Institute of Transportation Engineers trip rates and said the operation would likely generate about eight trips per day — a low traffic impact — with one trip in peak morning and evening hours.
Board members raised questions about the proposed acreage and how approvals would relate to a formal subdivision. Scott said the applicants would accept a condition that each special exception be tied to the site plan as submitted, and that if the subdivision did not occur according to the plan, approvals would be void. She said the parcels are intended to function independently; phase 1 would be developed first and phase 2 would follow only if needed.
Motions to grant each special exception were moved by Richard Smith and carried on voice votes for both TMS numbers (the board voted separately as requested by the applicant). The board recorded the approvals as conditioned by the submitted site plan.
