Yankton commission approves routine permits, liquor licenses, sewer-project payment and DOT easement; sets assessment hearing

Yankton — At its regular May 27 meeting the Yankton City Commission approved a slate of routine and project items, including awarding an off-sale liquor license bid, accepting a completed sewer project and authorizing payment, approving temporary easements for South Dakota Department of Transportation bridge repairs, and granting several special-event and business licenses.
The commission voted unanimously on several consent and new-business items, including approval of the May 12 meeting minutes and payment of the schedule of bills. The commission awarded the package off-sale liquor license bid for $30,000 to Casey’s Veil Company and established a public hearing on the uniform alcoholic beverage license application for June 9, 2025. Cedar Street Brews Inc. received reissuance of its retail on-/off-sale malt beverage and South Dakota wine license for 2025–26. The commission granted a sidewalk cafe permit to the Boathouse at 301 East Third Street.
The commission voted to accept the completed Gale Drive and Sanitary Trunk Sewer Project and authorized the finance officer to issue a manual check to Site Works Inc. in the amount of $161,013.10.
The commission approved a temporary easement agreement requested by the South Dakota Department of Transportation for repairs to the Highway 50/East Fourth Street bridge berms and authorized the city manager to sign the department’s temporary easement document. City staff explained the work addresses past erosion and washing of slopes under the bridge and includes cutting old bridge piling.
The commission introduced the 2025 special assessment roll and set a public hearing for June 9, 2025, on nuisance abatement and special assessments.
The mayor’s appointments of city commissioners and citizens to advisory boards and commissions, as amended on the floor, were approved by roll call. Special-event on-sale malt/wine licenses and transient-merchant permits were approved for events including a one-day Center event on Nov. 15, 2025 (one abstention recorded), and the Rock and Rumble event July 26, 2025. The commission also approved a peddler’s license to Fox Pest Control of Sioux Falls.
The meeting concluded with a vote to adjourn into executive session to discuss contractual and personnel matters under state statute SDCL 1-25-2.
