The Washington Terrace City Council adopted a revision to the personnel policy and procedures on May 6 to clarify the employee tuition-assistance program. The resolution (25-04) updates the policy—s language to set parameters for reimbursement and retention.
City staff said the policy had been loosely defined previously and that staff wished to set clearer rules before any funding requests are submitted. Key elements discussed and included in the policy text are: an annual maximum amount an employee may receive (set at $7,000 per year), a requirement that employees remain employed with the city for 18 months after the final reimbursement payment, and grade-based reimbursement levels (unchanged from prior policy language, e.g., percentage reimbursement tied to grade outcomes). Staff noted the program had not been used for roughly 15 years.
Councilmembers discussed the cap and the 18-month retention period, which staff said is common practice and balances employee training benefit with the city's investment. After discussion the council voted to adopt the policy changes; roll-call voting recorded affirmative votes and council confirmed the language.
Why it matters: The clarified policy gives staff and employees predictable parameters for applying for tuition assistance and reduces ambiguity about eligibility, reimbursement levels and tax considerations for the benefit.
Next steps: Staff will implement the revised policy and accept or process future requests per the newly defined parameters, following applicable tax guidance for employer-provided educational assistance.
