Planning commission recommends council not adopt proposed land-use fee schedule

At its May 13 meeting the Copperton Planning Commission reviewed a consultant-developed land-use fee schedule and voted to recommend that the Town Council not adopt the proposed schedule in its current form.
Staff described the fee study as an attempt to make land-use and permitting fees revenue-neutral by estimating staff time for reviews and aligning fees with neighboring jurisdictions. Staff said many land-use fees remained the same as previous schedules and in a few cases were reduced for large rezones.
During discussion a commissioner moved to recommend that the council not adopt the fee schedule; another commissioner seconded the motion. The commission approved the motion by voice vote; no roll-call tally was recorded. Commissioners indicated they want further review and clarification of specific line items—commissioners raised, for example, whether fees tied to canyon-related permits (which do not currently apply within Copperton boundaries) should be removed or clarified.
Staff said the consultant had surveyed nearby cities and gathered data on review times and that the fees were intended to recover costs rather than generate revenue. The commission’s negative recommendation forwards the fee schedule to the Town Council for final action along with the commission’s concerns.
