Bluff Council approves overnight use, painting contract and several administrative actions; other items deferred

Bluff Town Council on May 13 unanimously approved a set of routine and administrative items, including a request for overnight use of the Bluff Community Center, a contract to repaint the community center exterior and votes to authorize manager access to the town PTIF account and to pay outstanding bills.

The council approved a motion "to approve overnight use of Bluff Community Center by Discycle." The motion carried unanimously after a second; no individual mover or seconder was recorded in the meeting record. The council later voted to accept a quote from Prime Painting to repaint the community center exterior and address trim and related woodwork. The quote presented in the agenda packet described a $2,500 exterior repaint, $400 to refinish the metal pergola and $700 for staining/painting the Fire Mesa kitchen beams; the motion to accept Prime Painting passed unanimously.

The council voted to authorize town manager Erin Nelson to have access to the Public Treasurers' Investment Fund (PTIF) account (setup to be completed by the PTIF administrator) and approved payment of presented bills. During the bills discussion the council also settled on a three-year domain-hosting renewal with the supplier identified in the agenda packet (GoDaddy listed as registrar/hosting option); council members agreed to three years as a compromise between short- and long-term renewal options.

The council voted to acknowledge and thank San Juan County deputies (Deputy Wyatt Holyoke, Deputy Kavika Soussu and Deputy Jeremy Hamadu) and local volunteer Gary Hawes for responding to reports of loose horses in town, and approved issuing small gift cards as a token of appreciation. Councilmembers noted the action was an acknowledgement of the deputies' time and coordination with local residents.

Several items were deferred for more information. A request for chipping services and questions about what the contractor would remove or leave on-site was not finalized; the vendor Hamadu Chipping provided two price options in the packet (a full-service option at $1,800 and a reduced-option at $1,000 if volunteers move material onto site), and the council asked staff to return with clarification. The council also moved into an executive session to discuss pending litigation at the end of the public meeting.
