Hampton City Council on Wednesday adopted the fiscal year 2026 tax rates and a series of budget appropriation ordinances, approving general, capital, enterprise and grant fund budgets after amending revenue and expenditure lines to cover employee compensation and other priorities.
Council adopted ordinance 25‑0042 to set the real‑estate tax rate for fiscal year 2026. The motion to adopt the tax and fee ordinance passed on a roll call vote: Councilwoman Carolyn Campbell voted “Nay”; Councilman Bowman, Vice Mayor Brown, Councilwoman Ferebee, Councilwoman Harper, Councilwoman Mugler and Mayor Gray voted “Aye.”
City Manager Bunning explained the adopted general fund amendments (item 16) increase current real property tax revenue by $749,924 and add a $504,000 transfer from the school operating fund to preserve a 4% workforce salary increase; those amendments and the general fund ordinance (25‑0045) passed on a roll call vote with Councilwoman Campbell recorded as “Nay” and the other members voting “Aye.” The capital budget ordinance (item 17) likewise passed with Campbell voting “Nay.” The city…
