Douglas County approves emergency increase to Fairgrounds parking-lot repair budget

The Douglas County Board of Commissioners voted unanimously May 14 to increase the budget for a Fairgrounds parking-lot maintenance project after county staff discovered failing subgrade beneath the asphalt.
Public Works and building-maintenance staff said contractor milling revealed base material failures up to 12 to 18 inches deep near Building 21 and in adjacent drainage areas. Nolan Packard, Public Works, said crews found standing water and weaker subgrade than the original plan anticipated and requested a $72,290 increase to the project to stabilize and rebuild the base.
Jimmy Wilkins, director of buildings and grounds, said crews had completed two of three parking projects in the county capital program and that the fairgrounds phase needed a deeper repair to avoid a short-lived surface. "We found that the base material underneath is just really not substantial enough to go back with the planned additional 2 inches or new quickly a failing surface and a product that none of us will be proud of and will be replacing in several years," Wilkins said.
Commissioners approved a motion to raise the project budget by $72,290, revising the total project authorization to $554,222.70 and granting the county administrator authority to approve up to an additional 10% of the total project cost if needed. The motion passed 5-0.
County staff said funds are available in the capital improvement contingency to cover the increase and that the county would report as the CIP project is finalized. Staff also said the milled asphalt will be reused on other county maintenance tasks and not recycled into the new paved surface for the fairgrounds.
The county cited schedule urgency: several large summer events are planned at the fairgrounds and staff said timely repairs were necessary so those events can proceed without major parking disruption.
