Commissioners report on public safety, grants, water planning and local projects

At the Yamhill County Board of Commissioners’ May 15 session, commissioners used the announcement period to report on recent meetings and developments affecting public safety, regional water planning and local infrastructure.
Commissioner Stern said the Association of Oregon Counties (AOC) public-safety session covered a required six-year report to the Legislature on the actual cost of community corrections to counties. He said Yamhill County “has exceptional numbers statewide when it comes to deflection,” and that the county was called out positively during the meeting.
Stern also reported concern about two federal/state grant programs that he said are paused: a BRICS infrastructure-support grant and the Emergency Management Performance Grant (EMPG). He said EMPG currently funds roughly 50% of Sergeant Young’s position and that pauses to those grants could have budget implications for the sheriff’s office.
On behavioral health, Stern described state-level discussions about recovery and harm-reduction approaches and expressed concern that messaging suggesting recovery need not mean abstinence could be “disingenuous to those who are trying to be clean and sober.” He said the state Alcohol and Drug Planning Committee and the county’s local Alcohol and Drug Planning Commission — which he described as required by statute — raised data showing about one-third of people ages 18–25 have substance-use problems in the committee’s materials.
Stern said he serves on the budget committee for Northwest Senior & Disability Services and noted that the region’s funding levels and past cuts were a topic of discussion at recent meetings. He referenced a state audit that he said has identified approximately $1.6 million in accounting errors across state agencies; he framed that in the context of debates over Medicaid funding.
On water and regional planning, commissioners discussed a Mid-Willamette Valley Council of Governments (COG) effort to explore regional water solutions. Stern said the COG applied for a $250,000 Business Oregon planning grant and that the “word is that they did receive it,” but he did not provide a formal award document at the meeting.
Stern and other commissioners gave local updates: the Lafayette City Council will switch to state e-permitting by May 28; McMinnville is preliminarily preparing staff work on a proposed $100 million bond levy for a recreation center to be considered for the November ballot; Sheridan Fire District is pursuing a loan (the bank name was spoken as “UmCloud Bank” in the transcript); and the county is discussing potential dredging and restocking efforts for Rainbow Lake and may consult the Oregon Department of Fish and Wildlife.
Stern said the county will tour three transportation projects with congressional staff and local leaders — the bypass, the McDougall interchange, and the Highway 18/Lafayette Highway intersection — and that the county’s federal community improvement project request for $5 million has moved from Sen. Jeff Merkley’s office to staff in Rep. Salinas’ office.
Commissioner King offered a briefer statement, saying, “Nothing major to report this week.” The announcements period concluded with no formal board actions recorded on these items.
Several items mentioned in the announcements were reported as preliminary: grant applications, loan negotiations and possible federal funding requests were discussed but no binding decisions or budget transfers were recorded during the May 15 session.
