Planning staff said the building meets MX-5 zoning requirements, including the four-story minimum for the zone, and noted the site is a designated high-visibility street corner. Staff recommended the project include additional treatments at the corner to provide a prominent pedestrian entry and a direct connection between the public sidewalk and the building entry; staff said those details could be addressed at an upcoming public work session for the overall site design.
Ryan Cutler (Alquist Development) introduced the project and said CWI will use the building for retail, education and campus-oriented activities. Architect Rob Bueson (Humble Architects) described revisions made since an earlier eight-story proposal: simplified massing, more masonry and storefront transparency at the ground floor, reduced usage of EIFS, vertical glazing to mark the Main Street entry and application of CWI accent colors.
Commission feedback focused on pedestrian-scale details at the ground level. Commissioners praised the reduced height and increased transparency compared with the prior eight-story design, but several asked the applicant to strengthen canopy elements and ensure the corner and walkway layout discourage pedestrians from crossing informal desire lines. One commissioner recommended a future public work session focused on canopies and pedestrian routing; the commission adopted that as condition J.
Public testimony was limited; an online commenter, Lauren Panisi, who lives a few blocks away, said she appreciated the redesign and preferred the four-story option over the earlier eight-story design.
Motion and vote: The commission approved DRH25-00081 with the project report conditions and an added condition J requiring return to a public work session to discuss canopies and pedestrian-scale elements.
