City staff said the session is an early step toward a possible ordinance change, not a formal recommendation. "This is really just the starting point to a conversation that will hopefully lead to an update in the ordinance," Associate Planner Ben Matla told the commission, adding staff is not proposing specific code changes at this meeting.
The commission and dozens of public commenters urged clearer and stronger standards.
