The operator said the change will reduce generator use, eliminate diesel exhaust and noise, and improve sustainability for the beach concession. The council discussed whether changing lease terms mid-contract could affect future solicitations; staff and the operator said meter transfers and submeter arrangements are administratively straightforward and can be transferred if another vendor takes over the concession in the future.
Council approved the lease amendment by voice vote; staff said the amendment is budgeted and that submeter invoicing and Rhode Island Energy account transfers will be coordinated through the city's facilities and utilities teams.
Next steps: facilities staff will coordinate the electric meter transfer with the utility and install/activate the water submeter; the city will invoice 18 99 LLC for water usage at season’s end according to the submeter reads.
