League City staff outlines what work needs permits and why homeowners benefit from pulling them

"Homeowners are able to pull their own permits if they're homesteaded and they're doing their work on their home, not rental property and not flip houses," Gonzalez said, adding that "you are way better off" if a licensed, insured, bonded contractor pulls the permit.
