San Antonio council certifies May 3 election results and swears in Edward Munguía

The San Antonio City Council on May 14 approved an ordinance certifying the results of the May 3 municipal election and administered the oath of office to Edward Munguía, who will begin his term June 1, 2025.
City Secretary David Rocaster presented the official report to the council, saying the city ordered the election Feb. 7, 2025; early voting ran April 24–May 2 and Election Day was May 3. Rocaster reported 837,297 registered voters as of May 3 and said total ballots counted, including overseas ballots, summed to 102,300. He also said 27 candidates appeared on the mayoral ballot and listed other contest vote percentages as part of the report.
"Un candidato necesita recibir más de 50 por 100 de la mayoría de los votos," Rocaster said during the presentation, explaining the majority threshold language used in the report. He told the council there would be 103 polling sites across the city and that polling-day hours were 7 a.m. to 7 p.m., as well as scheduling details the clerk provided for related election activities.
Following the presentation, a motion to adopt the ordinance certifying the election results was made and seconded; the motion passed (vote tally not specified on the record). The minutes record the council approved the ordinance to certify the results as presented.
After the certification, the council administered the oath of office to Edward Munguía. Munguía repeated the oath in Spanish: "Os juro solemnemente que voy a ejecutar fielmente las responsabilidades de como concejal del del distrito de este concejo de la ciudad de San Antonio por el término 2025 hasta el 2029. Y a mi mejor habilidad preservaré, protegeré y defenderé la constitución y las leyes de los Estados Unidos y del estado." The council indicated his term will begin June 1, 2025.
The report and the certification note other schedule items cited by Rocaster, including an expected results date of June 17 for a related, later cycle and a referenced uniform election day ordered by the state on June 7 (as stated in the secretary's report). The council did not record a roll-call vote count in the public remarks on the ordinance during the session.
The special session record shows the council convened with a quorum present; no members of the public had registered to speak on the item during the session.
