The commission received an update on the city sidewalk loan program and backlog of funding requests.
Transportation staff said the sidewalk loan program has historically been funded at about $150,000 from cash reserves each year. Staff reported a backlog of requests that predated recently mailed notices to property owners about ADA deficiencies; prior to those notices staff said the demand backlog was roughly $500,000. The director said many property owners seek loans to complete repairs after receiving notices and that costs are substantially larger when work is done piecemeal rather than neighborhood‑scale.
A number of commissioners said they supported budgeting the routine $150,000 contribution and also discussed whether the commission should consider a larger one‑time infusion (one commissioner proposed using $350,000 from contingency reserves to bring available funding to roughly $500,000 to address the current backlog). Commissioners also asked staff to pursue broader strategies such as special improvement districts (SIDs) to address sidewalks at scale and reduce per‑property cost.
Transportation staff said a current application list exists and that the department could provide further detail; commissioners asked for a future discussion on SIDs and on how to prioritize projects to achieve economies of scale.
Staff will include the standard $150,000 sidewalk allocation in the proposed budget and return with options for larger one‑time funding and a timeline for SID discussion and outreach.
