Roseville Senior Commission elects Linda Sotto chair, Commissioner Rao as vice chair; approves minutes

The Roseville Senior Commission on May 14, 2025, approved minutes from its Feb. 12 meeting and elected Commissioner Linda Richardson Sotto as chair and Commissioner Rao as vice chair.
Jeff Nierston, Parks, Recreation and Libraries manager, told commissioners that the commission’s administrative standards require the chair and vice chair be elected annually and that the terms are one year in length. "The commission's administrative standards require that a chair and a vice chair be elected annually by the members of the senior commission and assume their positions immediately following being elected. The length of term for the chair and vice chair shall be 1 year," he said.
New commissioner introduction: Earlier in the meeting staff introduced Linda Richardson Sotto as a newly appointed commissioner. Sotto told the commission she moved to Roseville about three and a half years ago and retired from mental-health services in El Dorado County. After introductions, commissioners proceeded with nominations and votes.
Nominations and votes: A nomination was moved and seconded to elect Linda Richardson Sotto as chair; commissioners voted "Aye" on the motion and Sotto was declared chair. A separate motion and second resulted in Commissioner Rao being elected vice chair. Those officers will serve until re-election later in the commission’s normal annual cycle; staff noted the commission will revisit officer elections in February 2026 as part of its yearly process.
Procedural context: Commissioners and staff discussed that the senior commission is scheduled to be consolidated into a larger Parks, Recreation and Libraries commission effective Jan. 1, 2027; Nierston said the current election covers the remainder of 2025 and the next two scheduled meetings through November. The commission held a roll call at the start of the meeting and recorded full attendance.
