Assemblyman Rich DeLong presented Assembly Bill 114, which makes limited governance changes to the county fair and recreation board for counties with populations between 100,000 and 700,000 — the statutory name used in Nevada for the Reno‑Sparks Convention and Visitors Authority (RSCVA).
DeLong explained the current board has nine members: three elected seats (one each for Washoe County, Reno and Sparks) and six appointed seats representing industry and business interests; the appointed members are currently chosen by the three elected members. AB114 would change the appointment process so all nine sitting members vote to appoint the six appointed members. The bill would also allow any of the nine members to serve as board chair; under the existing law the chair must be one of the three elected members.
Jesse Wadhams, counsel for RSCVA, told the committee the changes were adopted unanimously by the RSCVA board as internal governance reforms they believe will help the authority function. Tom Clark of the Reno‑Sparks Chamber of Commerce testified in support. No opposition testimony was recorded in the hearing transcript.
Assemblyman DeLong asked the committee to pass the bill in the work session; the measure was submitted for consideration with proponents saying the changes were limited, locally driven governance reforms rather than a substantive policy shift.
